Easton Woman Charged with Second-Degree Assault Following Jailhouse Incident

Washington County, MD – June 24, 2025 — Authorities have formally charged a 35-year-old Easton woman, Ruth A. Byrne, with Assault in the Second Degree following an internal investigation into a violent altercation that occurred within the Washington County Jail. The incident, which has raised concerns about inmate safety and jail security protocols, reportedly took place while Byrne was already in custody.

According to a statement released by the Washington County Sheriff’s Office (WCSO), the assault involved Byrne allegedly attacking another incarcerated individual, resulting in physical injuries to the victim. The sheriff’s office did not disclose specific details regarding the nature or severity of the injuries, nor did they release the identity of the victim, citing the ongoing investigation and the privacy rights of those involved.

The altercation reportedly took place inside one of the housing units of the facility. Detention staff responded promptly to the incident, separating the individuals involved and initiating medical treatment for the injured party. Following the incident, jail personnel contacted WCSO investigators, who launched a formal inquiry into the circumstances of the assault.

Upon review of surveillance footage, witness statements, and other internal reports, investigators concluded that Ruth Byrne was the primary aggressor in the altercation. Based on the evidence, charges of Second-Degree Assault, a serious misdemeanor under Maryland law, were filed against her. If convicted, Byrne could face up to 10 years in prison and/or a fine of up to $2,500, in addition to any existing charges or sentences she is already serving.

The motive behind the alleged assault has not been publicly released, but officials have confirmed that the incident appears to have been targeted rather than random, stemming from a dispute between the two incarcerated individuals.

Sheriff’s Office representatives emphasized that the safety of all individuals in custody is a top priority. “Any act of violence within our correctional facilities is taken very seriously,” said a WCSO spokesperson. “Our staff acted swiftly to intervene, ensure medical care for the injured party, and launch an immediate investigation. We will continue to hold accountable those who threaten the safety and security of the facility.”

Ruth A. Byrne remains in custody at the Washington County Detention Center, where she was already being held on unrelated charges. Her current legal situation is now compounded by the new assault charge. It is unclear if she has retained legal counsel or when she is scheduled to appear in court regarding the new allegations.

The Washington County Jail, like many correctional institutions, faces ongoing challenges in managing interpersonal conflicts among incarcerated individuals. This latest incident has prompted internal discussions about conflict prevention and response protocols. Jail administrators are reportedly reviewing the circumstances leading up to the altercation to determine whether any additional preventative measures or supervision strategies need to be implemented.

As the investigation continues, WCSO has stated that no additional charges are anticipated at this time. The victim in the case has reportedly recovered from their injuries and remains under observation as a precautionary measure.

Community advocates and legal observers have called for transparency and continued oversight of correctional facilities to ensure that incarcerated individuals are protected from harm, regardless of the offenses that led to their incarceration. They also urge fair treatment and due process for individuals facing new charges while in custody.
