HARVEY, Ill. — Authorities announced Monday night that Graylin T. Waters, 29, of Harvey, Illinois, has been charged in connection with the devastating shooting of 11-year-old Willow James, a bright and beloved elementary school student who was struck in the head by a stray bullet while riding home from school in May 2025.

The charges follow what investigators describe as an “in-depth and methodical” investigation led by the Harvey Police Department in collaboration with local task forces. Waters now faces a felony count of aggravated battery with a firearm, a serious charge that may be expanded as further forensic and ballistic analysis continues.

The Day That Changed Everything

On what began as a routine afternoon in May, the sound of gunfire shattered the peace of a neighborhood along Willow’s school bus route. It was just after 3 p.m. when gunshots rang out. Moments later, Willow James—an innocent bystander—was found gravely wounded inside her family’s vehicle, her mother desperately trying to shield her as chaos unfolded around them.

The bullet that struck Willow’s head was not meant for her, but its consequences have changed her life—and the lives of everyone who knows her—forever.

She was rushed to Comer Children’s Hospital in Chicago, where she underwent emergency surgery. Willow survived, but the long-term impact of her injuries remains uncertain. Family members say she remains under intensive medical care and is slowly beginning a difficult road to recovery.

Arrest and Investigation

Police say the breakthrough in the case came after weeks of gathering surveillance footage, interviewing witnesses, and processing ballistic evidence. On Sunday, a warrant was executed on a vehicle registered to Graylin Waters. Inside, detectives reportedly recovered a firearm believed to be the one used in the shooting.

Waters was taken into custody without incident and subsequently charged. He is expected to appear in bond court Tuesday morning at 8 a.m. at the Markham Courthouse, where prosecutors are expected to request that he be held without bond due to the serious nature of the offense and the danger posed to the community.

Officials have not confirmed whether Waters has any prior convictions, but sources close to the investigation say he was previously known to law enforcement.

Community Outrage and Calls for Change

The incident has sparked outrage, sorrow, and a renewed push for action in Harvey and the greater Cook County area. Residents, activists, and faith leaders have called for not only swift justice in Willow’s case but also for greater investment in gun violence prevention programs, community outreach, and youth services.

“We cannot allow another child to be a statistic,” said Pastor Michael Freeman during a community vigil held days after the shooting. “Willow James was just trying to get home from school. This could have been anyone’s child.”

Hundreds gathered at that vigil, holding candles, placing stuffed animals and flowers, and demanding accountability—not just for the shooter, but for a system that has allowed such tragedies to continue.

A Family Forever Changed

Willow’s parents, still shaken, have remained largely private, but issued a short statement through a family spokesperson:

“We’re grateful to the investigators who worked tirelessly to make this arrest. But nothing will ever undo what happened to Willow. We ask for privacy as we focus on her healing.”

Willow is described by her teachers as “curious, kind, and full of potential.” She loved reading, drawing, and had recently joined her school’s science club. Her seat in class remains empty—draped with a ribbon, her name still taped to the front.

Looking Ahead

As Graylin Waters faces his first court appearance, many in Harvey are watching closely, hoping this marks the beginning of justice—not just for Willow, but for every child living in neighborhoods where stray bullets have become an all-too-common threat.

The Harvey Police Department has stated that the investigation remains ongoing and encourages anyone with further information to come forward.
