MILFORD, Del. — Authorities Identify Man Fatally Shot by Delaware State Police Following Confrontation

Delaware State Police have identified the man who was fatally shot during a confrontation with troopers on May 1 as 44-year-old Gregory Painter, a resident of Milford, Delaware.

The incident began to unfold just before 4:00 p.m. on Wednesday afternoon, when emergency dispatchers received multiple 911 calls reporting a possible impaired driver traveling along Route 9 (Lewes-Georgetown Highway) near Harbeson Road, a busy corridor in Sussex County.

According to an official statement released by the Delaware State Police, callers described erratic driving behavior consistent with intoxication or severe impairment, prompting an immediate response from law enforcement. Troopers were dispatched to the area and successfully located the vehicle in question a short time later.

Upon attempting to initiate a traffic stop, authorities say the situation escalated rapidly. Painter reportedly failed to comply with commands issued by troopers, resulting in what police are describing as a “confrontation.” The specific details of that confrontation have not been fully disclosed, but it ultimately led to at least one trooper discharging their service weapon, striking Painter.

Emergency medical services were called to the scene, and life-saving measures were attempted. However, Painter succumbed to his injuries and was pronounced dead at the scene.

The Delaware Department of Justice’s Division of Civil Rights and Public Trust has been notified and is conducting an independent investigation, as is standard protocol in officer-involved shootings. Additionally, the trooper(s) involved have been placed on administrative leave pending the outcome of the internal review, another routine procedure intended to maintain transparency and accountability.

At this time, it is unclear whether Painter was armed or what specific actions led to the use of deadly force. Authorities have confirmed that body-worn camera footage and other evidence from the scene are being reviewed as part of the ongoing investigation.

In a brief statement, a spokesperson for the Delaware State Police said, “We recognize the seriousness of this incident and are committed to conducting a thorough and transparent investigation. Our thoughts are with everyone affected by this tragic event.”

Community members in Milford and the surrounding areas have expressed shock and concern following the incident, with some calling for more information and clarity about what transpired in those final moments.

As of now, no additional details have been released regarding any toxicology reports, whether Painter had a known history with law enforcement, or if charges may be forthcoming in relation to any other aspects of the event.

Authorities are urging anyone who may have witnessed the incident or has additional information to contact the Delaware State Police or Crime Stoppers.
