Richmond Mourns the Tragic Loss of Oswaldo Garcia Perez, 56, in Fatal Broad Rock Boulevard Accident

RICHMOND, Va. — A somber cloud hangs over the Richmond community following the tragic death of 56-year-old Oswaldo Garcia Perez, who lost his life after being struck by a vehicle on Sunday night, June 22, 2025. The devastating incident occurred just after 9:00 p.m. in the 2600 block of Broad Rock Boulevard, a busy stretch of roadway that has seen its share of pedestrian dangers in recent years.

According to the Richmond Police Department, officers were dispatched to the scene at approximately 9:13 p.m. after receiving reports of a pedestrian-involved crash. Upon arrival, first responders discovered Garcia Perez gravely injured and lying in the roadway. He was swiftly transported to a local hospital, where, despite emergency efforts, he was pronounced dead.

Authorities revealed that Garcia Perez had been attempting to cross Broad Rock Boulevard mid-block when he was struck by a vehicle traveling in the designated travel lane. The driver of the vehicle immediately stopped and remained at the scene, cooperating fully with police and calling emergency services. At this time, there are no indications of impairment or reckless driving on the part of the motorist.

The Richmond Police Department’s Crash Team, led by Investigator J. Ozolins, continues to investigate the circumstances surrounding the accident. Preliminary findings suggest that the location and manner in which Garcia Perez was crossing the roadway played a significant role in the collision. Police have not announced any charges and have not released the identity of the driver involved.

This tragic event has sent ripples through the local community, especially among residents and business owners along Broad Rock Boulevard who are once again reminded of the perils pedestrians face when crossing busy thoroughfares. Many community members have expressed sadness and concern, calling for increased awareness and possible enhancements to pedestrian infrastructure in the area.

Oswaldo Garcia Perez is remembered by those who knew him as a humble, hardworking man with a kind heart and a gentle demeanor. Though quiet by nature, he had a strong presence and was deeply respected by his peers, neighbors, and extended family. For those who loved him, his sudden and unexpected passing has left a painful void.

Local residents and advocacy groups have taken to social media and community forums to express condolences and urge city officials to consider installing more crosswalks, improved lighting, and other safety measures to protect pedestrians—especially in high-traffic corridors like Broad Rock Boulevard.

Authorities are asking anyone who may have witnessed the crash or who has additional information to come forward. Those with relevant details are encouraged to contact Investigator J. Ozolins at 804-646-8671. Every piece of information could be vital in helping bring clarity and closure to this heartbreaking incident.

As Richmond pauses to honor the life of Oswaldo Garcia Perez, the hope remains that through awareness, compassion, and action, tragedies like this can be prevented in the future.
